Two Face is a character created by Bill Finger, Jerry Robinson and George Roussos. He was a district attorney in Gotham City, until a criminal splashed half of his face with acid. This drove him to insanity, thus he became the supervillain Two Face, hellbent on causing misery and pain to the inhabitants of Gotham City. Thankfully, Batman always defeats him.
