The Scarecrow is a character created by Bill Finger, Jerry Robinson and George Roussos. He is a mad scientist who created a "fear gas", a gas that causes the ones who inhales it to experience his/her worst fear. He plans to spread fear across Gotham City with this gas. Thankfully, Batman always manages to stop him.
